Volunteer Fire Chief

 

 

 

The Oak Grove Fire Department is accepting applications for the position of Volunteer Fire Chief. The Volunteer Fire Chief is responsible for organization and direction of the volunteer fire department to ensure that loss of life, property or injury is prevented and/or minimized. Work is performed under the general direction of the Oak Grove Fire Department Board of Directors.

 

Minimum qualifications require High school diploma or GED, five (5) years of verifiable active volunteer experience as a firefighter, law enforcement or emergency management, including three years as a superior officer (for example as Lieutenant, Captain, Assistant Chief or Chief). Must be certified in Fire Fighter I and II, Hazmat Operations, and EMT-Basic. Must possess and maintain a valid Oklahoma Driver’s License and live within a 10-mile radius of the OGFD Station One at 395 S. 273rd E. Ave, Catoosa, OK  74015. Must successfully pass a background check and drug screen.

 

POSITION SUMMARY

The Fire Chief shall be appointed by and report to the Oak Grove Fire Department Board of Directors on the operation of the Oak Grove Fire Department. The Fire Chief shall be appointed based upon the qualifications. The term of the appointment shall be at the determination of the Board of Directors. He is responsible for directing the activities of the fire department and is the sole authority and command at the scene of a fire. The fire chief is responsible for directing all volunteer fire fighters and ensuring that fire fighters have adequate training. The fire chief is responsible for ensuring that department equipment is inspected and maintained in good working order. The fire chief will develop all policies and procedures concerning fire department response in accordance with local, county, state, and federal rules, laws and regulations. Providing adequate fire services will enhance the safety of residents and may prevent or reduce unnecessary injury, loss of life or damage or destruction of property as a result of fire.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Develop, review and implement all firefighting policies and procedures in accordance with local, county, state, and federal rules, laws and regulations.

·         Establish appropriate firefighting techniques.

·         Plan firefighting strategies.

·         Liaise with the Emergency Management.

·         Ensure firefighting policies and procedures are strictly adhered to.

·         Make recommendations to the Board.

·         Recruit, train and direct the activities of volunteer fire fighters in order to ensure that trained fire fighters are available in the event of a fire.

·         Recruit and orient volunteer fire fighters.

·         Ensure a high level of morale among fire fighters.

·         Facilitate the training of volunteer fire fighters.

·         Evaluate the performance of fire fighters and officers.

·         Discipline and/or dismiss fire fighters if necessary.

·         Inspect firefighting equipment in order to ensure appropriate equipment is available as required.

·         Inspect the fire trucks on a regular basis.

·         Inspect firefighting equipment and apparatus on a regular basis.

·         Make recommendations to the board on the replacement and/or repair of equipment.

·         Takes command in the incident of a fire in order to ensure a safe, effective and controlled response.

·         Ensure effective command and control techniques are in place at the scene of the fire.

·         Make all decisions concerning the appropriate response to and method fighting a fire.

·         Oversee all activities at the scene of the fire.

·         Ensure that fire fighters are responding in a safe and appropriate manner.

·         Maintain records on incidence of fire, injuries and loss of property.

·         Prepare reports on all areas of firefighting.

·         Prepare a proposed operating budget for Board approval.

·         Adhere to the approved operating budget.

·         Implement fire prevention education and awareness programs.

·         Perform other related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

High school diploma or GED with coursework in business, secretarial science, or related field and moderate experience in administrative support and office operations, or equivalent combination of education and experience.

License or Certificate – Valid driver's license in the State of Oklahoma.

Special Requirement – Fire Fighter I and II, Hazmat Operations, and EMT-Basic. Must complete NIMS 100, 200, 300, 400 700 and 800 class certifications within

6 months of appointment.

•  The fire chief may be involved in physically draining and exhausting activities.

•  The fire chief will have to manage a number of people and projects at one time, and may be interrupted frequently to meet the needs and requests of residents.

•  The fire chief will be exposed to environments that are dangerous, busy, noisy and will need excellent organizational and time and stress management skills to complete the required tasks.

•  The fire chief will experience very high levels of mental and emotional stress caused by the requirement to fight fires in an effective manner, the requirement to maintain absolute control in dangerous and hectic situations and by the possibility of loss of life, injury and property

•  Work regularly requires standing, walking and speaking or hearing and occasionally requires sitting, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions.

•  Work occasionally requires wet, working near moving mechanical parts, exposure to outdoor extreme weather conditions and extreme exposure to fire.
